The Wehrmacht investigation center for violations of international law was established in 1939 with the task of documenting acts of opponents of war in Germany that violated international law. The documents served legal and diplomatic offices of the Nazi state for white papers, letters of protest and charges against prisoners of war.
The author was the first to evaluate the 226 volumes of files received. These files are in the Federal Archives - Military Archives - Freiburg im Breisgau. Foreign archives were also consulted to verify the reliability of the German files. More than 300 former military judges and witnesses were personally visited and confronted with their investigations and statements at the time.
This book also presents a study of the history of public authorities and international law: in the first part, de Zayas examines the credibility of the institution and the body of files, in the second part he uses selected cases to describe the procedure and the results of the investigative body: serious war crimes are documented.
