After the victory in the West over France in 1940 and the preemptive strike against Stalin's attacking Red Army in 1941, the mass of the German Wehrmacht was in a tough battle in the vastness of Russia. In order to counter the danger of an Allied invasion in the west, the Todt organization started building a massive bulwark by the sea, from the Spanish border to the coasts of Norway.
